Goldwater says Johnson delegated NATO nuclear authority
Senator Barry Goldwater told editors that President Johnson has delegated emergency use of nuclear weapons to the NATO supreme commander. He said Johnson denounced him while the policy already existed, a view Nixon and Eisenhower supported in subsequent statements. McNamara warned many nations could gain nuclear capability in 10 to 20 years due to cheaper warheads and better delivery tech.
