Federal Employees' Pay Hike Approved by House
The House approved a two step pay raise for federal workers with a 370 to 7 final vote while rejecting an automatic congressional salary boost. An initial 4 percent raise this year, with a larger increase next year, targets 1.8 million federal employees and mirrors private industry salaries. The bill moves to the Senate where a 3 percent rise this year is anticipated.

Katzenbach Defends Texas Voter Rights Stand
Atty. Gen. Katzenbach told Houston civic groups that federal examiners are not needed in Texas under the Voting Rights Act of 1965 which has produced encouraging results. He cited 46,000 Negroes registered by federal examiners and over 100,000 more by local registrars. He urged Houston to speed desegregation of schools, noting Houston aims to finish by 1967 and stressing focus on education quality rather than racial questions. Meanwhile Gov. Johnson in Mississippi accused Katzenbach of a vendetta, saying federal registrars were used to pressure illiterates into registration.
