Avlanche Journal reports a surge of Norway rats in Lubbock County the largest since 1954. Health unit official F T Thorpe surveys rat numbers from citizen reports and observed removals to gauge the infestation.
Texas Republicans accuse Agriculture Commissioner John C. White of using bogus state travel vouchers to boost campaign funds. White denies wrongdoing and calls the charge an attempt to cover up a failed Texas election. Wardie Lee Burnett, a former department worker, says he gave a sworn statement used by GOP officials. District Attorney Bob Smith will decide on possible grand jury action after further inquiry.
Apollo 10 is slated for 1969 to fly within nine miles of the moon and could attempt a lunar landing. Commander Thomas Stafford, lunar module pilot Eugene Cernan, and command module pilot John Young are named as the prime crew. The mission may shift from a simulated landing to an actual lunar touch down, with potential lunar orbit maneuvers and a split crew serving on the landing craft.

Walter Charles Carey, 43, of Carmel New York, who received a left lung in a multi organ transplant less than a week earlier, died Wednesday night at St Luke's Hospital Houston. The donor was a 21 year old New Jersey woman who died from a brain hemorrhage. Her kidneys were donated to two Texas men.
Delegates at the Texas Farm Bureau convention urged forming a study committee to propose a federal cotton program while pressing a vigorous campaign to end cotton marketing quotas. They backed a government commodity recourse loan based on market price and reelect officers Sidney Dean, MBF Frost, and Steve Lilly amid divisions over direct payments and policy planks.
San Francisco State College shut down indefinitely following a week of clashes between police and students. President Robert Smith said classes suspended until the campus can reopen on a more rational basis after riot police charged a rock throwing crowd of around 300 students.
The Texas State Highway Commission will hold public hearings at Lubbock City Hall at 8:00 p.m. today to discuss highway matters. Mayor W. D. Rogers Jr notes the session will address several Lubbock projects including Avenue Q widening, a grade separation for Indiana Avenue near Texas Tech, Loop 289, and Tohoka Highway intersections. Commission members from Waco Carrizo Springs and Fort Worth, plus state officials, will attend, with a Chamber of Commerce dinner sponsored at the Lubbock Country Club.
The Associated Press reports Richard Nixon vows a more activist White House staff with a lean, young team. Bob Haldeman, 42, named second assistant to the president to manage administration and daily schedule, while no press secretary or appointments secretary is planned.
The State Department, in a memo approved at high levels, warned North Vietnam that peace talks in Paris cannot proceed if the DMZ is used to shell U S forces in South Vietnam. The document reiterated a two sided Paris framework and rejected four sided talks, noting DMZ incidents from Nov 9 onward.
Jodrell Bank Observatory reports Zond 8 passed around the moon and appears to head back toward Earth. Director Sir Bernard Lovell notes no retrorockets detected to place the craft in lunar orbit.
