Nation reports President Lyndon B Johnson signs new farm bill while a boat disaster claims 39 refugees. Also highlighted are the first triplets entering Job Corps from the Kress area and regional zoning board actions on highrise and tech housing.
John V Lindsay, Republican mayor elect of New York, defeated Abraham Beame by a wide margin and pledged to work with federal and city officials. President Johnson urged cooperation as Democrats won New Jersey and Virginia governors, while Hughes and Godwin increased Democratic control.
The Atomic Energy Commission to send a four man team to Texas cities Dallas Fort Worth Amarillo Lubbock Odessa Austin San Antonio and Houston as part of a national tour to assess sites for a 3200 million proton accelerator. Led by Dwight Ink the delegation includes a research division representative and a construction engineer. The Texas visit runs mid November with dates announced by Sen Ralph Yarborough.
A small boat carrying 45 Cubans sank off Cantoy Island near the Yucatan Peninsula, killing 39 including 10 children. The Jose Marti broke apart from overcrowding after night departure, as 200 boats with 3,500 refugees waited in Camarioca and Valladero ports for possible asylum. Survivors said they planned to seek political asylum in Mexico before pursuing U.S. entry, with 25 men, 9 women, and 11 children aboard.
Democratic leaders expect resubmission after Tuesday defeat of the four year governor term proposal. Frank Erwin and Speaker Ben Barnes say voters may get another chance, while other amendments on veterans land, hospital tax exemption, college funding and retirement reforms pass or fail as indicated. President Johnson staged a homespun swearing in at Deike's country store four miles from his ranch. Lawrence O'Brien joins as postmaster general while Levi Deate, the postmaster, is surprised by hors doves and crackers served to guests. O'Brien is described as a political veteran who aided Kennedy era victories.

In Denver Colorado General Hospital a team of 12 surgeons performed a seven hour liver transplant on a month-old California girl named Sheila Noffinger. The new liver failed to function and was removed an hour later. She died about two hours after surgery.
Truman Burnett Ellis a 20 year old truck driver from Lubbock faces extortion charges after an alleged attempt to extort 20000 from Gene McLaughlin vice president of Security State Bank in Ralls. Ellis was arrested in Ralls in front of the Trade Winds cafe after a setup appointment. bond set at 50000.
An anonymous note requests divine guidance for sons joining the armed forces and an end to bitter fighting. The report includes a suspect’s remarks in a Ralls city hall exchange with McLaughlin and Ellis about financial troubles and lack of apology from officers. Lee is mentioned in connection with the case on page 10.
President Johnson signed the four year omnibus farm bill at his Texas ranch before a midnight veto deadline. The $4 billion measure covers wheat feed grains rice wool dairy and surplus cropland cuts and includes cotton subsidies and acreage allotment adjustments. Cotton prices are pegged at 21 cents per pound with direct subsidies for reductions in allotments up to 35 percent.
Police arrested Horacio Maeso aged 48 on a Wednesday after his employer reported that Maeso on his first day as a night watchman left with an $8 000 payroll.
War correspondent Dickey Chapelle died after a Viet Cong mine wounded her near Chu Lai air base. The 47 year old American journalist parachuted into battles worldwide and reported for National Observer and WOR. She was killed by a neck wound from a shell fragment while with a Marine forward element.
A crippled Argentine Air Force DC4 carrying 68 cadets en route to a U.S. tour was missing after contact was lost near Costa Rica. Search efforts by U.S. forces centered on the northern Costa Rican coast as crews scoured the Caribbean for the four engine craft and its delegation from the Argentine Air Force Academy led by Brig. Benigno Andrada.
