Hearing set tonight on Loop 289 82nd Street zoning

City Council Acts on Effluent Contracts for New Plant

Treasury Offers 6 Percent Rate to Refinance Debt

The Treasury Department on Wednesday offered a 6 percent interest rate to exchange $8 billion of maturing securities for seven year notes due 1975.
