North Viet Nam Gains Control In War Says Officials

American authorities say more than 20 000 North Vietnamese have entered South Vietnam since January to join the Viet Cong. Strategists see Hanoi exerting greater influence over conduct of the war with increasing North Vietnamese regulars in the south and Viet Cong main forces blending the ranks. Estimates of monthly infiltrations run around 5 500 to 7 000, with a shift toward more North Vietnamese officers and recruits, complicating distinctions between regular units and Viet Cong forces.
