President Johnson announced plans to tell the nation there will be increased troops and spending for Vietnam but not on the scale of heavy speculation. He promised a speech at 8 p.m. CST detailing reviews, costs, and action while denying a new bombing pause.
In New Orleans Bourbon Street a man was knocked into the street during a Saturday scuffle and carried three blocks by a street sweeping machine before being dropped. Joseph N. Peters, 29, was hospitalized in undetermined condition. Police seek three youths linked to the disturbance. An assailant struck Peters on the head with a still unidentified object.
Severe thunderstorms pounded parts of West Texas with softball sized hail at Sheffield and damaging winds at Knox City. The activity prompted a Weather Bureau watch for 11 Panhandle counties, cooled temperatures, and dust storms across the South Plains. Lubbock saw gusts to 43 mph and a drop from 75 to 63 in one hour.
Arsonists struck four New York department stores on Easter shopping day, with three fires quickly controlled and minor damage reported. A Molotov incident at Macy's failed. no injuries. Similar blazes erupted in Chicago stores, FBI considering links between cities.

The U S Air Force announced the crash of a second F111A jet entering service less than a week ago. Both crewmen were rescued after the aircraft went down in Thailand due to an operational failure, not enemy action. In the same report, Marines claimed 119 North Vietnamese dead near Khe Sanh and Gio Linh as Allied forces pressed two trench battles along the northwest front and near the DMZ.
A year-old child was killed when a car collided with a Santa Fe Railway freight train near Littlefield. Robin Lynn Springer, 28, of Dimmitt, the driver, died at the scene. Springer, an Agricultural Stabilization and Conservation office employee, was identified with his wife Linda Carol, hospitalized in Lubbock in serious condition.
NBC photographer Bruce Holmes Powell was killed when a helicopter used in Waggoner Carr’s campaign crashed shortly after takeoff in downtown Orange. NBC crew member Brian Wright and pilot Kenneth Harmon were injured along with bystander Arthur Black. Carr and his wife were minutes away from the scene. The cause of the 150 foot fall remains under investigation.
Police ordered a citywide watch after a dynamite bomb shattered about 30 windows at a major induction center in lower Manhattan. No injuries were reported as police and the FBI examined fragments of the device and ordered heightened security at Selective Service offices citywide.
Nine of the world’s ten richest nations agreed to create a new form of paper gold called special drawing rights as a potential basis for currencies. France’s Michel Debre opposed the move, warning it could become a new form of money that disappoints those who trust it. The group of ten, including the United States and Britain, aims for an IMF approval process with a possible spring start.
