The U S Census Bureau projects Lubbock to be among the 25 fastest growing U S cities from 1965 to 1975. Lubbock is listed 17th nationwide and second in Texas, with growth from 185 000 in 1965 to about 228 000 by 1975. Houston Dallas Amarillo and Austin also shown rising.
The Texas Supreme Court hears arguments on a weekend closing law challenged as vague and unconstitutional. Shoppers World argues the measure targets discounts by forcing one of Saturday or Sunday retail closures, while the state defends police power to limit sales for health and welfare. Oscar Spitz cites federal precedents to support the remedy as not a Sunday closing rule.
Texas lawmakers cleared decks for debates on a 5.77 billion Senate appropriations bill with Lt Gov Barnes citing 63.3 million in new taxes to fund it. Joseph Lee Jr. of the Bronx, 25, was arrested in Manhattan Criminal Court after a four month spree in which he snatched about 100 mink hats off subway riders. He wore bright green pants, stands 6 feet 2 inches, and evaded police until detective Healey tracked him by his distinctive pants and hat-snatching pattern. Hats valued at about $100 each were resold at cut prices.
President Nixon made a brief visit to former president Dwight D. Eisenhower at Walter Reed Army Medical Center as Eisenhower’s condition remained unimproved. Nixon met Mamie Eisenhower and their son and daughter-in-law, discussed family matters, and also stopped by Sen. Richard Russell who was being treated for a lung tumor.
Congressman Mahon is named to receive the 1969 George Washington Award from the American Good Government Society. The honoring banquet on April 30 marks Washingtons 180th inauguration anniversary. Mahon is praised for long service in the House and chairing the Appropriations Committee.
Viet Cong blew a Da Nang to Hue rail section and shelled 25 targets including two provincial capitals. A guard halted a train before detonation. Three Viet Cong mines were found further along. Casualties hit Due Long and Hau Nghia City with light damage at Allied bases. U S bombers pounded near the Cambodian border as Marines seized rice stocks in the central highlands.
Gen. David M. Shoup argues that a belligerent military culture pressured the Johnson administration to wage war in Vietnam in 1964. He cites Navy and Air Force readiness to strike North Vietnam after the Tonkin Gulf incident and warns of glory-seeking leaders driving expansion.
Nixon asked Congress for a one year extension of the ten percent income tax surcharge citing a budget bind. He proposed aggressive federal spending cuts to reach a projected surplus of at least four billion in the 1970 fiscal year while inflation pressures persist. Senate Leader Mansfield tied any extension to a ten billion dollar cut in requested appropriations.
