A BOAC Boeing 707 with 124 on board crashed shortly after takeoff from Tokyo en route to Hong Kong. Early reports said 11 crew and 11 passengers died, with 119 bodies recovered. UK operations said radio contact existed 30 minutes before, plane headed to the British China Coast. It was Japan's second major air crash in two days.
President Johnson announced a revamp of U.S. overseas policy, giving Secretary of State Dean Rusk formal, direct authority over interdepartmental activities abroad. The move clarifies decision making and absorbs nonmilitary overseas work from Defense, CIA, and USIA while keeping Johnson in overall command of military affairs.
