Loss would require a tax rise, jeopardizing 180 000 dollars yearly in aid and 600 district students. County programs face delays as billions are trimmed nationwide.
Sudanese authorities refused to grant another hostage and a safe air passage to Palestinian attackers who killed two American diplomats and shot a Belgian. Black September demanded a plane and safe passage for seven guerrillas holed up at the Saudi embassy with two hosts. Authorities said no bargain would transfer the problem to another Arab country and ordered surrender.
Weather report for Lubbock and vicinity calls for fair and mild conditions today and tonight with increasing cloudiness and warmer temperatures on Monday. Expect a high near 60 today, a low around 40 overnight, and Monday highs in the upper 60s with light, variable winds.
Violent thunderstorms rode a cold front deep into the state Saturday spawning funnel clouds, heavy rains and one half inch hail. Back to back tornado watches were posted across large areas after a funnel cloud near Wichita Falls moved southeast. No injuries reported. At Clark Air Base the first of several C130 and C141 flights left for Hanoi to pick up released prisoners of war. The operation included medic crews and maintenance teams with plans to bring back about 106 POWs and later arrivals from Hanoi Gia Lam Airport. Officials said the POWs would be back in time for dinner.
Mayor Morris Turner leads a 15 county regional manpower planning program funded by the federal Department of Labor. Duane Ireland coordinates the effort from City Hall, building a 39 member committee and drafting the first comprehensive plan as SPAG subcontracting and city control shift the program into local administration.

Ed Stokes directs the event with judges from Lubbock Public Schools and local schools. Each county school will send one entry. Jerrell Snodgrass oversees arrangements. Lance Riley of Odessa is noted as Ector County winner.
A team of lawyers met to negotiate a compromise that would end the five day siege at Wounded Knee South Dakota. The government threatened kidnapping charges against AIM leaders related to the hostage crisis. Fresh gunfire erupted as Indians faced ammunition shortages and negotiations focused on mass arrests. Federal agents escorted property owners to the village as talks continued.
The LLW Brand concept continues in a monthlong metered mail effort to re acquaint Lubbock residents with the city mark. Originator R Bart Haile notes it functions as a small billboard on envelopes, with two sizes and a delivery window of about four weeks. The Avalanche Journal and local advertisers bolster the push to promote Lubbock to business and tourism.
Police said the vessel named Sonion, not listed in Lloyd's register, docked at Beirut on Saturday from Greece. An unspecified number of American sailors were among the passengers.
