Texas leaders organize backing for at least two of nine proposed constitutional amendments ahead of the summer vote. A key measure would let the water development board issue 335 billion in bonds to fund a long range plan to import surplus water from the Mississippi River, subject to a two thirds legislative vote. A 500 member statewide committee co chairs former Govs Shivers Daniel and Connally will promote the bond with about 20 thousand dollars in spending. Preston Smith serves as honorary chairman and is expected to campaign actively.
