The Defense Department announced a drastic 1 275 unit wipeout in the Army National Guard and Army Reserve for the next year including divisions and brigades. The plan, sparking Senate criticism, aims to improve early state readiness and reserve bankability while denying any immediate callups. A policy change may bar draftees with two years active service from remaining four years in reserves though summer training would continue. A merged Guard and Reserve structure has been dropped after congressional opposition.
