The House approved a $7.5 billion housing bill creating a new rent grants program for low income families the elderly the handicapped and disaster victims. It passes 251 to 168 after Senate action and supports urban renewal and public housing for four years while omitting a metropolitan new towns package.
The bill would provide 350 million over four years to create about 375 000 apartments for needy families including elderly and disabled tenants displaced by government action or disasters. Subsidies cover shortfalls with tenants paying 25 percent of income. nonprofits receive payments, not private landlords. An additional 2.9 billion is slated for urban renewal over four years.
President Johnson accelerates Viet Nam policy talks and plans a nationwide broadcast news conference at 10 30 p m CST in the White House East Room. A final round of consultations includes Cabinet NSC congressional leaders and bipartisan panels from House and Senate on Viet Nam issues. Moyers would not confirm release of session results.

In San Diego California three airmen were plucked from the sea after two U.S. Navy A6 Intruder jets collided 70 miles southeast of the city. Four parachutes opened from the 13 000 foot high crash. A search continued for the fourth airman. Identity and condition of the rescued airmen were not available. The cause of the collision was under investigation.
A stalled cool front triggered late night thunderstorms across the South Plains with heavy showers north and east of Lubbock and scattered rain near Ropesville Woodrow Littlefield Petersburg and Crosbyton. Across Texas the heat persisted Wichita Falls topped 100 for the 22nd straight day as Claude Amarillo and others reported varied rainfall.
