Associated Press reports a nationwide rise in illegal drug traffic and use, markedly among juveniles. California records show 28,127 narcotics arrests in early 1968, up 40 percent from the prior year and 230 percent since 1960, as states impose severe penalties including possible death for selling to minors in some cases.
The final budget Johnson proposes for fiscal 1970 calls for 155.3 billion dollars in spending with a 3.4 billion dollar surplus, praised by House leaders. In the Senate, Senator Bennett says the surplus results from a new accounting system, calling the budget a mirrorr. Senator Javits urges new mixed public private approaches and more state local involvement. House Speaker McCormack lauds Johnson's record and warns that Congress must act to prevent pet projects to realize the surplus. Mahon also stresses fiscal restraint and responsibility for action.
West Texas Chamber of Commerce water committee fully endorsed the Texas Water Plan after a review by Jack W. Fickessen of the Texas Water Development Board. A major earthquake shook southeast Europe early Wednesday causing damage from Yugoslavia to Turkey. Seismological instruments in Siena Italy recorded intensity six on the Richter scale and similar readings appeared in Vienna Belgrade and Uppsala with the epicenter in Turkey.

Council members voiced concern about sign clutter and impact on nearby residents but backed intradistrict roof or internal lighting as acceptable. A Lubbock police officer fearing a live bomb opened a briefcase and found only two fifths of liquor after a noon bomb scare at West Texas Air Terminal. Lt. C O Paxton removed the case to a remote area and found the liquor. A 33 year old Air Force major was later jailed in connection with the hoax. Trans Texas Airways officials said the major told a stewardess he had a bomb in the case.
