The legislature opened amid protests outside as disruption and picketing marked the session. Inside, Speaker Ben Barnes secured unanimous re election after a long interrupted roll call confirmed attendance.
After the Senate opened, Sen. A. R. Schwartz denounced the secret session rule as 10 new members push for reform. The body defeated attempts to outlaw private recusal and secrecy, while Lt. Gov. Smith defended the 1965 rules amid heated exchanges and party divisions.
Federal grand jury charges Glenn D. Seawall and Irene B. Whitie with burglarizing Brook Field National Bank of San Antonio. They allegedly broke through a wall, cut into the safe, and fled with 31000 before Christmas. Seawall was arrested December 22 after a crash at a police roadblock.
The House barred Rep. Adam Clayton Powell from his seat while a five week special committee investigates his fitness to serve. Powell pledged not to resign, said he expects the inquiry to clear him, and hinted at a potential landslide victory if compelled to run again. The House also authorized a subcommittee to examine his qualifications and report within five weeks.
Texas voters across 13 counties elected 26 committeemen and two directors in the High Plains Underground Conservation District race. Hale and Swisher counties rejected annexation by large margins. Crosby County voted against joining by one vote. Lubbock County reelected two directors E Milam and H D Waller. Bill Dorman beat Kenneth Cox 81 32 for director and Bob Cook won the post vacated by Weldon M Boyd with 33 to 25 over Delbert Robbins. Goodwin unopposed with 141 votes and Kershen 308 votes defeated L B Ballard. the district board remains a five member panel.
Local option liquor election yields 542 absentee votes, a county record. Mail ballots counted if received by Saturday 1 p.m. Wet and dry watchers named by County Judge Rodrick L. Shaw for Saturday's vote. Wet watchers listed for boxes 34 39 47 and absentee box. Dry watchers assigned to multiple boxes. Final absentee tally to follow.
Gov. John Connally denounces the Manchester book The Death of a President as a biased recollection filled with unfounded rumors and editorial comment. He held a news conference responding to Look Magazine excerpts about Kennedy's 1963 Texas trip. He did not reveal plans for a counterpublication.
A Highland Assembly of God preacher Rev Mor ris Sheats invokes faith as a nation recalls President John F Kennedy's assassination in Dallas on November 22 1963. The article notes Connally’s decision to publish forthcoming details of Kennedy's visit, promising to present known facts on Page 6.
Lester G. Maddox the Democrat and former Atlanta chicken king won the Georgia governorship with 182 votes to 66 for Republican Howard Callaway in a 259-member legislature. He was sworn in immediately and will have a formal inauguration at 11 a.m. EST Wednesday.
