Texas Supreme Court Voids Shelby County Licenses Appeals

The Texas Supreme Court ruled that appeals from Department of Public Safety license suspension orders issued under the financial responsibility law are void when the aggrieved driver does not reside in Shelby County. The decision held such appeals and stay orders may be filed only in the county where the individual resides. The ruling also addressed a separate civil case involving Estelle Howe and a Victoria woman over injuries from electric shock treatments, finding insufficient expert evidence to warrant a jury trial.
