A 13 month ICC inquiry led examiner Edmund T. Fritz to recommend denying Permian Basin Railway Co. a license to operate. Company leaders, including president James Roberts, vowed to review the decision and may file exceptions within 30 days. The proposed 78 mile line would link Seminole Andrews Odessa and Seagraves to Texas & Pacific and Santa Fe rails to move oilfield equipment and petroleum.
Texas A M defeated Texas Tech 77 71 at College Station to move three games behind the lead in the SWC race. Monterey Plainsmen tied for second in District AAAA by beating Pampa Harvesters 39 4 at Municipal Coliseum. Lubbock High upset Amarillo 57 155 in the second game.
Storms across the Quanah area produced hail, high winds, and funnel clouds. Quanah police reported three funnel clouds and at least one death tied to the weather. Tornado touched ground in Duncan Oklahoma while other states faced heavy snow and fog related hazards.
Several Lubbock banks vote to close on Saturdays starting March 5. Citizens National American State and First National will halt Saturday hours while Plains National and Lubbock National plan to discuss the change at upcoming meetings. Security National offered no announcement. Weekday hours remain 9 am to 2 pm with 8 pm to 9 pm access for commercial customers on Saturdays.

A school bus carrying 63 passengers struck a car broadside and crashed into a road bank in Folsom California. Sixteen children and two adults were injured with injuries ranging from light to major. several children lost teeth. The bus carried fifth graders and chaperones heading to Folsom Dam.
President Johnson arrived in Los Angeles to rally support for Vietnam and announced Vice President Humphrey will press for rapid social and political reforms in South Vietnam. Both leaders cited a Honolulu declaration pledging to defeat communism and improve life.

Retired Lt Gen James M Gavin urged senators examining U.S. Asia policy that the United States cannot afford a withdrawal or escalation in Vietnam. He warned against overcommitting troops and noted potential clashes with Red China if forces rise toward 750,000. Gavin stressed the decisive battle could occur beyond Vietnam, in Asia, highlighting budget excess and strategic risk.
