An AP report describes a deadly crash near Bien Hoa and the nearby roadhouse used by American airmen. The international commission team has stationed 15 miles northeast of Saigon at the Bien Hoa Club with bars billiards and music noted in the scene.
Washington reports a major international conference to guarantee peace in Indochina will open in Paris on February 26. Kissinger will visit Laos and Hanoi for talks and return to Peking for five days of consultations with Chinese leaders. The United States will press for a Laos cease-fire and continued air operations against Communist targets until Laos ceases fire.
Texas lawmakers advanced measures including a constitutional revision commission and driver license exams offered in Spanish. The House approved a bill funding the commission and sent a related measure to the governor, while a two thirds rule delayed another bill.
New Mexico voters chose school trustees in multiple districts. Patricia Rijheld and Robert Hobbs led their races in eastern districts, Lovington saw Joe Trujillo win, Carlsbad backed Karl Elers over Hillard Watson, and Clovis elected Jacob Moberly and Harry Eastham to six and four year terms. Three of four banks that boosted their prime lending rate from 6 to 6 1 4 percent last Friday reversed the hikes Tuesday. Bank of New York led the reversals to cooperate with the Committee on Interest and Dividends. Girard Trust suspended its increase awaiting study of submitted data. Franklin National Bank also suspended its boost after the committee sought information.

Senator John C. Stennis, shot during a holdup, is awake and resting but his prognosis is grave. At Walter Reed Army Medical Center a spokesman said he is stable with elevated temperature and in the surgical intensive care unit receiving intravenous fluids.
