Thunderstorm activity across the South Plains drenched Lubbock and surrounding areas with torrential rain up to 4.5 inches. Floodwaters turned streets into rivers, halted traffic on U S Highway 87 south of the circle for over an hour, with hail and funnel-cloud reports in other sections.
A late afternoon deluge with 75 mph winds drenched Andrews and parts of the South Plains. Two to three inches of rain fell in 45 minutes, hail six inches deep caused damage, and funnel clouds were sighted near Littlefield and Amherst with authorities reporting high winds and flooded streets. Another round of storms was forecast for today through Monday.
Police and National Guard swept riot torn districts to enforce an 8 p.m. curfew as four days of chaos in Los Angeles left as many as 22 dead and 692 injured. Looting and arson continued with damage estimates near 100 million dollars while Gov. Brown, Lt. Gov. Anderson, and President Johnson pledged aid and restoration of order.
About 4,000 more Marines landed in South Viet Nam this weekend, bringing total U.S. forces to over 86,000 as President Johnson orders a buildup toward 125,000. Marines arrived at Da Nang and Chu Lai complexes, while Vietnamese authorities report Viet Cong casualties and gaps in government losses, amid aerial and ground offensives near North Viet Nam.
In a strife torn area two women loot a market as a photographer takes their picture. Earlier rioters besieged Oak Park Community Hospital while doctors treated victims. National Guardsmen arrived to restore security. Civic Improvement Week is announced for Watts and a looting suspect is arrested after wearing stolen handcuffs. Sympathetic telegrams from Alabama police contrast with the chaos.

Rep George Mahon says farmers and legislators cannot predict the impact of the cotton section in the Johnson administration's omnibus farm bill. He notes varied reactions from farmers and farm groups, with many skeptical yet sensing the need for an improved program to curb the cotton surplus. Mahon spoke in exclusive interviews and prepared a statement at the Avalanche Journal request.
Congress faces a looming farm bill deadline as crop laws expire this year. Mahon says if the omnibus bill fails in the House, the Agriculture Committee will return with a new measure. The situation is described as difficult but not insurmountable.
Secretary Paul Nitze orders a four month involuntary extension of active duty for tens of thousands of Marines and Navy personnel beyond their enlistment terms. The move aims to maintain experienced forces in Viet Nam as the services build up manpower and replacements are trained. The extension targets Marines on August 20 and the Navy similarly, with Viet Nam cited as a direct factor.
President Johnson urged equal rights carry equal responsibilities while condemning killings and looting in Los Angeles. He sent two officials to New York to brief Gov Brown and offer federal aid, as Brown vows to restore order. Johnson also praised progress in voter registration among Negroes in Alabama Mississippi and Louisiana counties.
