Soviet push at Geneva shows no compromise on disarmament
At the Geneva disarmament talks the Soviet Union endorsed the need to advance disarmament yet offered no concessions beyond its own terms. US negotiator Foster read a joint message marking the second anniversary of the limited nuclear test ban treaty while Canadian envoy Burns urged progress on a nuclear nonproliferation treaty and a comprehensive test ban. Burns criticized Soviet positions as evasive and said the talks should focus on reducing nuclear war danger rather than polemics over Viet Nam policy.
