19th District Edges Toward Redistricting Approval

The 19th District gains a second Dallas congressman as the House offers a redistricting bill after a day of debate with 21 amendments. Two counties Dickenson and Mitchell shift to the 17th District, shrinking the 19th to about 402000 population from 418000. A new South Texas district forms southwest of San Antonio and West Texas gains a large nonmetropolitan seat around El Paso.

SEC report urges new stock laws and stricter self policing

The Securities and Exchange Commission called for laws to curb abuses found in its sweeping market study. It urged criminal bar from selling stock, licensing salesmen, periodic reports from major unlisted firms, new authority to curb hot issuers, and a permanent watchdog outside routine SEC work. Initial market reaction was mild to favorable as prices rose slightly. G Keith Funston of the NYSE said the exchange would study the recommendations but opposed new congressional regulation.

Soviet space craft Lunik 4 has traveled 134 215 miles of the 238 850 mile path to the moon in the first hours after launch. Tass reports radio contact is good with internal conditions in preset limits and the mission aims to beat the US to a manned landing.

Tonight the Zone Board and City Planning and Zoning will hold public hearings at City Hall starting 7 30 p m on 50th Street zoning changes and six other requests across Lubbock The plan proposes strip zoning for much of 50th Street for commercial and semi commercial use with parking landscaping and restrictions replacing last fall’s guide and continuing a long series of adopted and discarded plans since 1955.

FCC orders rate changes for long distance calls

The FCC requires reduced station-to-station rates and higher person-to-person rates, effective 12:01 a.m. April 4, with Alaska and Hawaii excluded from after-3 charges. The plan raises after 9 p.m. rates for Bell System customers and includes a $1 maximum three-minute station-to-station rate. The shift is expected to cut Bell revenues by about $55 million yearly while boosting person-to-person revenue by roughly $30 million, yielding a net $25 million saving for users.

N C Byrd owner of Byrd Sand and Gravel Co of Lubbock is killed when his light aircraft crashes in a Dickens County pasture five miles south of Dumont.
