New York Sept 27 The cruiser Chicago flagship of Rear Admiral Howison entered Sandy Hook at 7 AM and caused a grand salute parade mistaken for the Olympia. The Olympia joined later, and both ships, with Dewey aboard, received ecstatic cheers from crowds and passing vessels. Major Burbank visited Dewey while cannonades and whistles created a deafening panorama. General Otis reports insurgent actions near Cebu with losses on both sides and notes the arrival of the transport Puebla with six officers and 659 recruits, no casualties.
Boston and Albany railroad stockholders met at South station with over 700 attendees for an election of directors seen as a test vote on a lease. A surprise adjournment motion was tabled and the board reduced from 13 to 11 directors. Samuel Hoar said the New York Central would reduce the lease to 99 years with a $4,000,000 penalty for earnings use outside the lease terms. The session adjourned to a larger hall after noon.
Manila authorities refused Gen Jaramillo s request to send a Spanish vessel to collect prisoners in insurgent ports stating such action would be unlawful since those ports are closed The Americans offer to send a vessel instead Aguinaldo says prisoners will be delivered by October 19 amid ongoing hostilities
Washington reports Judge Advocate General Selmy received a telegram from the trial board chair announcing the battleship Kearsarge completed a four hour speed trial off the New England coast. The average speed was 16,845 knots subject to tidal correction, with a margin to grant builders’ request to return to Newport News. The Navy Department will arrange commissioning and temporary attachment to the North Atlantic squadron.
Auckland reports from Samoa dated Sept 20 say calmness prevails among natives but whites fear trouble ahead. Von Bulow, once a German lieutenant who led Mataafa’s forces, tours the islands meeting Mataafa chiefs, drawing objections from British and American officials. Cologne Gazette correspondent told to stay in Apia.
President Diaz cancels planned trip to the United States due to his wife’s illness confinement at Chapultepec Castle. He remains in good health but seeks rest from duties and hoped to meet President McKinley.

Washington Sept 26 A War Department dispatch from Manila says Gen Snyder attacked insurgents five miles west of Cebu, destroying seven forts and many smooth bore cannons. Insurgents were routed and Snyder returned to Cebu. The Tennessee regiment was aboard transport to return home.
A Monday night break at the North Billerica Baptist Church saw the mission box in the vestibule emptied of funds and a library lock broken. Pastor Rev. E. E. Scates and sexton Jonas Whatnough discovered the scene, with burned matches marking the thieves’ path and a ladder from opposite GEO Colson barn. No clues or suspects yet. the last burglary at the church occurred eight months ago, with a prior offender imprisoned for 18 months.
In Lowell Superior Court Daniel Gage sues the city for land taken on Pawtucket street. He testifies to paying 18000 for land and buildings in 1870, cites river water changes, and notes his ice business dominance. Cross-examination covers competing firms and ice supply, with adjournment to Wednesday.
Probate Court actions list numerous wills and administrations for residents of Lowell Cambridge Woburn and surrounding towns plus Hadley Police Court liquor and larceny cases. Notable penalties include fines of 100 for keeping liquor and 50 for illegal liquor premises. One larceny charge was dismissed after the money was recovered. Celia Conners given one month to pay fine to support two children.

Daniel Gage states the city moved his ice houses to build a Pawtucket street crossing causing him to seek ice from ponds. City contends river ice was impure. Expert testimony will compare ice and water quality in the proceedings.
A hurdy-gurdy party was hosted at the Highland club last evening under the arrangement of F J Libby and Eugene Grosse. About 75 couples attended with Miss Marie Gosse delivering tambourine selections. Refreshments were served by the D L Page company during the intermission. Mme Gregoire will open French millinery on Friday and Saturday, Sept 29 and 30.
Tremont and Suffolk mills vote to increase capital from 1.5 million to 2 million by issuing 6000 shares at 100 par. The move funds an expanded plant value without new cash, preserves current dividends, and keeps payouts based on a larger share base. Existing stockholders receive the new shares.
Henry Powers a 45 year old farm hand living with Mrs. Frost at 1677 Middlesex street attempted self harm at 10 30 last night in presence of Elmer J. Felton at 139 Baldwin street Middlesex village after drinking heavily Powers drew laudanum from his pocket and swallowed it Felton and others tried to restrain him he fled toward the door and disappeared search parties later found him in a half stupified condition at the Frost barn hay loft Powers was taken to St Johns hospital by ambulance and was alive at press time
Chief Hosmer of the fire department received a post fire letter dated September 25 1899 praising the department for handling the Moxie building fire. The letter commends the crew amid surrounding structures and drought risk. Hosmer told a Courier reporter he was very satisfied with the work and rejected claims Branch Street men were slow.
Industry Council No 1722 Reyal Arcanum welcomed district deputy J L Teaser of Dirchester to a lively meeting with reps from every city council and North Billerica. He spoke on fraternal features and urged continued good work as rates rose. Brother Jackson of Lowell entertained with songs and Regent Martin congratulated members on their strong showing.
The group heard words of farewell from a member who had arrived then spoke of ongoing prosperity. F P Coggeshall praised the warm feelings among members and the home he found with them. A banquet followed with a fine spread directed by Geo F Maguire and an entertaining closing by Maguire as master of ceremonies.

Frederick Ayer of Boston and Lowell sells five lots at Vancouver and Ruggles to Joseph Greene. land about 12,600 square feet with price on par, intent to build modern brick apartments. Also notes on acting Navy Secretary Allen prospects, a New York trip, engagements and social visits, a health update on Ex-Councilman Driscoll, and the Lowell unit of the Massachusetts Volunteer Aid association dissolving.
The directors elected Edward W. Pease assistant cashier and John P. Wright teller. A regular dividend of 3 percent was declared and payable Monday October 2. The Silent Basket Ball club defeated a picked team in Urban Hall last night by 3 to 0. Miss Margaret Curran, former Johnson's milliner, announces she is now at Gregoire's and welcomes friends and customers.
