Berlin June 28 The German squadron commander at Taku cables that foreign ministers are with landing force. The Vorwaerts reports from reliable sources that the Russian war ministry has ordered all military and civil authorities in Russia to prepare for mobilization.
Kempff dispatch reports 12,000 foreign troops ashore in China. Orders direct reporting at Taku instead of Chefoo. Nashville substituted for the Yorktown as the despatch boat for this operation.
A cable to the Presbyterian Mission from Shanghai reports Wei Hen destroyed and all foreigners escaped. The mission board held property valued at about 40,000 dollars there.
Washington reports a transport departed Manila this morning under Col. Liscum with 39 officers and 1271 men aboard destined for China. The dispatch notes the voyage as part of forces moving from the Philippines.
London dispatch June 24 reports the Seymour expedition relieved after failing to connect with Pekin. The flow from Pekin is noted, while Russian colonel Schtell with ten thousand troops is said to be moving toward Pekin. The scene remains unsettled as allied forces advance.
Reported by Port Arthur dispatches that 40,000 to 60,000 troops prepare before Pekin as Boxers swarm the area. During the night twenty five detachments and four companies of Russians with an equal number of foreigners relieved Seymour and evacuated 200 wounded to Tien Tsin.
James McCabe quartermaster sergeant at Charlestown Navy Yard Boston shot himself in the head in the clothing department this morning. The flash from the pistol ignited clothing and the department found the body.
London June 28 Oxford university conferred the honorary degree of Doctor of Divinity on Rev. Morgan Dix of New York Doctor of Civil Law on C C Norton formerly of Harvard and Doctor of Sacred Theology on J M Baldwin of Princeton in recognition of their contributions to theological and academic fields
Boston and Albany lease bill in the House was postponed until Monday for discussion. Indications said showers and cooler weather would follow in Massachusetts with west winds.
Andover June 27 Phillips-Andover alumni elected Charles E Thwing 71 of Cleveland as president and George T Eaton 73 of Andover as secretary. Speakers included Principal C F P Bancroft and several clergymen from Rochester Pittsfield Sharon Lowell Chicago and other cities.
The 60th annual graduation exercises at Framingham State Normal School were held in May Hall. Rev Lucius R Eastman led devotional services and Miss Helose E Hersey of Boston gave the principal address on Education. Graduates received diplomas from Mrs Kate Gannett Wells with her brief remarks. Faculty hosted a reception at Crocker hall from 2 to 4 pm.
Patrick Kearns of 244 Fletch Street in Lowell sustained a severe burn to his right foot while working at a Lowell machine shop this morning. An ambulance transported him to Lowell Hospital for treatment.
A despatch from Fall River reports that cotton prices and cloth quotations pressure mills. With cloth at 2 1/2 to 4 cents and cotton around 99 16, margins are slim, threatening profits and potentially wage cuts. Stockholders endure dividends while a selling committee fights local price wars, amid talks of curtailment, consolidation, and trusted control.
He argued for four weeks of production curtailment to test if markets recover. If prices stay weak, workers may be shifted to a lower scale wage. He noted the committee found Fall River mills no longer hold the market command they had five years ago.
The third death by self harm in a week was reported yesterday when Thomas Orr, 35, a Providence drug mixer, killed himself with carbolic acid at his sister-in-law Mrs. Margaret Brady’s home at 69 Blossom Street Lowell. He had visited relatives in the city since Tuesday and appeared in good spirits before dinner yesterday. After dinner he asked to write upstairs and was found dying from fumes beside an empty carbolic acid bottle with two notes. Mrs Brady summoned neighbors and police. the wife was in Lynn. The funeral will likely be held in Lowell.
Members of the Lowell Orchestral Society met at Northern station at 11:35 AM and adjourned to Nantasket Beach. Dr Hermon J Smith the treasurer and four others were missing briefly, later reappearing. President Walter Coburn led the annual meeting at the Lookout with officers reelected and Dr Smith praised for untiring service. Dinner at the Atlantic house followed by a steamer trip to Boston and attendance at a Pop concert before returning home.
Fourteen drunks appeared this morning with varied penalties. Names including Lynn Welch Hanley were fined $2, Cumming Kenney Hogan McNnnan placed on six months probation, Duffy Meehan Roark released, Reddington Leary sent to state farm as common drunkards. Roark extended to June 30, St Clair jailed 15 days. Durin and Marshall charged with neglect of wives. Durin postponed to June 30, Marshall ordered to pay $6 weekly. Griffin larceny case continued to June 30. Smith fined $10 for sidewalk bicycling. Marcotti fined $12 for cruelty to horse. McLaughlin sentenced four months for larceny.
An advertisement touts Ayer's Pills as mineral free and harmless. It claims they act exactly as described, producing a natural movement the next day and curing constipation and dyspepsia with a dose of one or two pills each night.
A book agent identified as William P. Cutter of Woburn Heights collapsed at 216 Nesmith Street, while awaiting Mr. Burke who was at Lowell Machine Shop. Death appears from apoplexy possibly triggered by heat. Relatives plan funeral arrangements. medical examiner awaiting formal ruling.
Medical Examiner Durrell of Somerville states Ida Hanley died of natural causes after being found dead in Woodlawn cemetery Everett. He did not autopsy but Saw the body twice and argued it would be impossible she drank carbolic acid to reach her death site. Funeral held at undertaker rooms with close family. interment at Woodlawn near her brother.
Massachusetts cotton mills received a continued hearing on tax abatement with Mr. Southworth representing the company. The session resumed Wednesday afternoon after a February hearing. Other manufacturing firms are scheduled for July 9.
A special meeting of the Young Women's Christian Association will be held in their rooms on Saturday, June 30 at 7 30 p m. Members will decide whether to authorize the executors under the will of the late Jeremiah Clark to sell all real and personal property belonging to the association under said will.
Last night two arrests were made on larceny charges. Frank Griffin was charged with stealing wearing apparel from a boarding house on Lee street, while Alice Mc Laughlin faced charges for stealing cloth from a local mill.
William M. Dugan shows improvement at his home on 15 West Fourth Street and Dr. Johnson believes recovery is now assured. Inspector Allen will obtain a statement from the patient when his strength allows.
Training school graduation exercises will be held Friday evening in Huntington hall instead of the high school hall. The event will be open to the public.

Notice lists two obituaries for Francis F Perkins and Francis Laverriere both in the city of June 26. Perkins aged 71 years six months will have funeral services at home 173 Branch street Friday at 10. Laverriere aged 21 years obituary at 169 Middlesex street. Funeral for Laverriere is private.
