Washington July 17 The War Department says it will not ask Otis for explanations or pay attention to round robin Manila correspondence. No protest will be sent and Otis will not be questioned. Officials report that encouraging news has arrived from the Philippines and the overall situation is better than widely believed.
Washington dispatches dated July 17 indicate the Philippine commission and General Otis received direct peace overtures from Aguinaldo and leaders. The President withholds public release until concrete results appear, noting optimistic earlier reports failed to materialize. If promises are fulfilled, the volunteers now being enlisted may not be needed.
George H. Scovil reported a fire at his two and a half story frame house on Forrest and Chelmsford streets at about 9 45 last night. He says burglars rifled his pants pockets containing $35 and fled, then set the attic blaze as firemen battled flames for over an hour. Insurance held by James Murphy & Son and Fred Church covered the property, with losses estimated under $300.

Fall River reports firemen have hired legal counsel to pursue a test case on licensing. The firemen’s association votes to raise wages to 17 cents an hour plus a 1 dollar weekly supplement and to pay striking workers 4 dollars weekly for lost time. Police protection was sought for mill firemen after reports of threats to lock out and eject them. Union officials deny intimidation and note some mills pay 17 cents to striking workers from other mills. Most mills run, with minor disruption in a few places.
In a morning fog the steam yacht Jathmer owned by the J. B. Thomas estate ran ashore on Eagle Island bar in Salem harbor. When visibility improved the vessel was sighted and believed badly damaged.
Steam yacht Avanel ran ashore in thick fog off Eagle Island bar near Marblehead at ten this forenoon on her way to Beverly shore. Expected to float at high water around six this evening. No injuries. the vessel listed slightly as several boats aided but were not needed.

Collester as Great Junior Sagamore, Preston Friend as Great Chief of Records, Scott as Great Keeper of Wampum, Charles G. Warren as Great Keeper of Swampum, with Rufus B. Dodge John E. McGuire Samuel W. Sawyer and Alfred E. Steele named as Great Representatives to the United States council.
New Bedford July 17 meeting of Howland Rotch and Bennett spinning firms approved transferring their properties to the New England Cotton Yarn company. Votes were unanimous and cover legal grounds. Properties valued over 3 million dollars, stockholders to receive 4 million for their holdings.
Seventy members of Co. F Second Mass U S W celebrated the fall of Santiago with a reception and banquet at Gardner. Guests included Col. E P Clark of Springfield Lieut Col Shumway and Maj H C Fairbanks of Worcester. An afternoon reception followed by an elaborate banquet in the evening.
South Framingham saw over 2000 attendees for the 20th annual New England Chautauqua Sunday School assembly opening. An outdoor brass concert led the evening, followed by an auditorium band opening and welcome by Rev. William R. Clark. Dr A E Dunning announced Tuesday’s program, with concerts directed by Dr Jules Jordan and a quartet featuring Isabella Falisburg Aggie Hicks William Rogers and Fred Norton. A fireworks display capped the services.
In Waltham the Waltham Ayer Pepperell Street Railway seeks track location in town. Lexington Boston Street Railway asks for tracks along Dale and Lexington streets. Newton Street Railway requests a Moody Street turnout north of Reed's corner. A hearing on all petitions was ordered for Monday evening July 31.

Alfred Provencher a French vegetable peddler of 12 Garnet Street Boston was struck on the head while walking on Blackstone Street. He lay unconscious in a gutter until taken to hospital where he recovered midday but remained in a half conscious state and could not explain the assault. His companion Peter Bordeleau searched for lodging.
Revolutionary Pictures a collection of over 100 original drawings illustrating Henry Cabot Lodge's history of the Revolutionary War will go on display at the city library after August 1. The works are by several prominent American artists.
Manager Charles H. Waldron has built a strong patronage at the Palace theatre with large audiences at every performance. The current vaudeville bill features Lowell favorites including Al Patterson, Sam Collins, Frank Berry, William Hughes, Irving Jones, Minnie Cline, Alice Leslie, Fannie De Costa, Pauline Sylvester, Kittie Evans, Jack Stewart, Sadie Van Ness and Miss Sinclair.
John Archambeault a painter living at 13 Aiken Avenue fell about 15 feet from staging at the Moody house corner of Prince and Moody streets this forenoon when a hook slipped. A clothes line broke the fall and he suffered severe contusions. he was taken home by ambulance.
