A city hall fire started in a window near the mayor's chair this afternoon. An engineer department employee alerted Messenger Going, who pulled down a burning curtain and burned his hand. Firemen quickly extinguished the blaze after an alarm at 1.19. Damage included window casing, the window, curtains, carpet, and a step near the mayor's seat. The cause remains a mystery with sun exposure suggested.
Washington July 14 A cablegram from Shafter says Spain has appointed commissioners to arrange surrender terms for Santiago. The War Department interprets this as a likely surrender, with fighting possible at noon if not. Alger and Corbin in conference with the President on the issue. Unconditional surrender required. Spanish commission proposal declined.
Off Santiago on July 13 Sampson demanded Shafter not sign any surrender without his counsel. He urged that surrender ensure all harbor mines be removed and all ports that fired on our ships be evacuated. The bombardment postponement will delay Watsons squadron sailing to Spain.
Advices from Honolulu report the island's executive council signed a contract with a company to lay a cable from the American coast to Honolulu and Japan. The deal is subject to objections from the U S secretary of state.

Col James Francis was jolted when a horse frightened by a nearby dummy engine bolted along Moody street about 19 o clock. The carriage struck a hydrant and he was badly shaken but unharmed. Matthew Lurry tried to halt the horse, was dragged 200 feet, and taken to St John’s hospital by ambulance.
Truant commissioners completed the city census of school children and reported a marked drop from last year. Ward seven shows 600 fewer names, the largest decline, while other wards fall 100 to 200. Wards 4 5 and 9 are the best performers with totals near last year.
A quiet home wedding was held yesterday at 4 PM at 168 School Street for Charles Pook formerly of Bridgeport Connecticut and Mrs L F Wilcox. Rev George F Kenngett officiated with Miss Mabel L Wilcox as maid of honor and A H Richardson as best man. Relatives from Hyde Park Lawrence and Lowell attended before a reception served by D L Page company. The couple will reside at 168 School Street after a wedding trip to St John New Brunswick Buffalo and Niagara Falls.
The funerals of William Daley Catherine Bohanan Hugh O Conner and Annie Yarrid were held yesterday or this afternoon. Services occurred at St Peter St Michael and at home with Catholic cemetery burials and undertakers Eogers O Donnell Molloy.
Mary J Williams aged 54 years 10 months died Wednesday at her home 105 Paige street. Irish native who came to the city in 1880 with five children. Survivors include Hugh Williams ex president of Lowell Reform club John M Campbell Mrs Geo Campbell Lizzie Scott Arlington and Mrs D L Haggart Philadelphia. John Devine aged 94 died at City hospital yesterday. Annie Elizabeth McCabe infant daughter of Frank and Delia McCabe died at 9 Tyler street yesterday. Annie Garrid infant daughter of Joseph and Annie Garrid Syrians died at 168 Suffolk street yesterday.
An American flag will be sent float ing to the breeze Friday evening at 7 o'clock at the residence of Truant Officer Camille Roussin at the corner of Cabot and Salem streets. Music and fireworks are planned. Mr. Cyrille Constantineau will preside with speeches by Mayor Bennett, Representative W. H. S. Hayes, Senator Geo. E. F. Putnam, Representatives Ramsay and Lang, Mr. Gauthier of l'Etoile, Prof. B. E. Vincelette, Alderman River, Messrs. Andrew G. Swapp, Geo. W. Poore and Col. Chadwick. The public is invited.

The Boot Blacks defeated the Tigers of Elm Street 17 to 2 on a sunny Saturday afternoon. The contest featured strong offense from the Boot Blacks and shaky defense from the Tigers throughout.
