Pekin Jan 28 Russia has offered China a loan on the same terms as Great Britain. China asked Russia to guarantee defense against potential British displeasure but Russia gave an evasive reply. Britain quickly agreed to a similar guarantee against Russia.
London dated report says the Russian fleet at Port Arthur cannot steam to Vladivostok as Japanese coal firms that contracted to supply the fleet have defaulted. The situation leaves the Port Arthur squadron unable to move due to lack of coal.
In San Francisco on January 28 Professor Barnard of Des Moines Iowa claimed anesthesia is unnecessary for surgery. He induced a self state of hypnotism and submitted to several surgical tests showing he felt no pain.
Norfolk Va Jan 28 The state supreme court issued an opinion in the case Norfolk city versus The Newspapers of Norfolk ordering payment of the license tax imposed by the city council. The ruling reverses a lower court decision that held the city could not levy a fine where the state failed to act.
Washington report shows the House committee on elections declares sitting member Thomas Plowman not entitled to his seat in the fourth district contest. The filing details an unusually severe arraignment of alleged election frauds.
The Dracut grange hosts the second local farmers institute at Centre church with large attendance from Andover Pelham Tewksbury and Methuen. Lawrence guests returned home by special electric car after a late evening of sociable fellowship.

Marlboro residents favor a proposed electric railway connecting Marlboro and Lowell. The line promises increased trade for local merchants and access to Lake Boone as a summer resort. The project would connect with the Central Massachusetts railroad, allowing daily trips to the Hub and back. Tucker-Anthony syndicate to manage finances, rights of way expected easy, power station planned in Concord, and construction hoped to begin next summer.
Jeremiah F. Sullivan withdrew his appeal from an eight month sentence at the state farm. Thomas Kelley and Hugh Donahoe were fined fifteen dollars each for assault and battery on Michael H. Hunt. Hunt testified the men attacked him without provocation while Kelley and Donahoe blamed Hunt for the quarrel. Both defendants appealed and were held for the superior court.

Police arrested George Frigon a clerk at A G Pollard's for stealing goods over six months. He admitted charges after proof of thefts, keeping trunks of loot at his Livermore Street home. Frigon married Kittie Carroll in Nashua yesterday and returned to Lowell.
William Goslin entered Dr Belisle’s office on Monday in the doctor’s absence and carried off books valued at 10 dollars. He sold them for 25 cents and is now in a police station cell.
Orville W. Peabody’s spirited horse bolted yesterday afternoon with a sleigh. It collided with W. H. Wiggin’s rig near Market Street and plowed along the sidewalk. The horse toppled its driver, crashed through signs and a window at Brown’s grocery, then halted after striking Hall’s market and skirting Gorham and Appleton streets. The animal bore a few scratches but caused a wrecked sleigh and minor property damage.

A quartet sang Gathering Home Abide With Me and Nearer My God to Thee. Interment in Edson cemetery. Also funeral services for Mrs Simon Gregoire at St Joseph's church with Frs Emard Gagnon and Berri officiating. Bearers listed. Lydia DeForge daughter of Teles and Mary DeForge died yesterday at her parents home at Hovey and Dalton streets age seventeen. She was organist at the Mission chapel on Ennell street and a member of the French Baptist society. Funeral Saturday at two from the chapel with French and English services conducted by Rev. S T Ford and Rev I B Le Claire.
