Dr A J Ranney formerly of the Tewksbury hospital assumed charge as superintendent and resident physician at the Long Island almshouse and hospital Saturday. Dr Arthur S Hartwell becomes assistant superintendent replacing William F Clark who resigned to join Charlestown State prison. Dr Ranney succeeds Arthur IT Hopkins who resigned to pursue water supply studies in Jamaica next week.

The first House bill adjusted apportionment under the eleventh census increasing seats from 267 to 365 with shifts among many states. Senator Wm. B. Dillingham sworn in to succeed Morrill. A president’s message was read and a resolution praising Kruger and the Boers was offered.
In Vigan, Manila on December 3 a large crowd of about 2200 natives, mostly bolomen, pledged allegiance to the United States at a church in a daylong ceremony conducted by a priest. General Young links rebel scarcity in Sana Maria area to McKinley’s re election, troop arrivals, war measures enforcement, and prisoner deportations to Manila.
London December 3 The initial session of the fifteenth Parliament of Victoria opened at 2 this afternoon in a formal ceremony. A small crowd gathered to watch as beef eaters conducted a cautious search for possible conspirators in the vaults beneath the House, though little interest was shown.

At the Abbott residence in New Whatcom Washington a large circle of friends gathered on Thanksgiving evening to honor Rev S A Abbott and Mrs Abbott before their move to the Pacific coast. A poem, songs, recitations, and a purse gift marked the affectionate farewell in a brief program of social song and prayer.
Lowell Lodge No 87 B P O Elks held memorial services Sunday afternoon in the lodge room. The order included organ music, Auld Lang Syne, prayers, odes, and multiple eulogies led by Dr. Downs and D J Donahue, with a closing song. No deaths reported in the lodge.
Twenty days are allowed for an appeal in the fireworks case but it is doubtful there will be one. Mr. Cowley, counsel for petitioners seeking an injunction, said there was no hostility to the firm selling the fireworks but the aim was to settle whether the city council or any committee could legally make a contract.
