The L A W racing board suspended several local riders for competing at unsanctioned races. The names listed include A McCormick Charles Church J Chick and Paul and Louis Dion from this city along with Robert Scribner George H Ingalls George Ranger and Luther Hall from North Chelmsford.
William Orr age about 73 of 92 West Britannia street Taunton formerly a Reed and Barton silver plate worker was struck and killed on the bridge between Whittenton street and West Britannia street Monday morning by the 10 15 train from the Central station bound for Boston. He was walking on the track and left a widow and family.
At a meeting of Railroad National Bank of Lowell directors on August 21 1899 they unanimously passed a resolution expressing profound loss at the untimely death of their president Edward T Rowell. He served nine years with energy conservatism and rigid integrity leaving a vacancy hard to fill. The board directs the cashier to send a copy to Mrs Rowell and her daughter with their heartfelt sympathy.
In Rennes on August 22 Maitre Labori attended the second day of the third week of the Dreyfus trial amid great excitement. Ferret testified about seized documents and previous statements, while Labori pressed for explanations. Police investigated two mysterious parcels believed to be infernal devices. Across the region in Luzon, Rear Admiral Watson fights insurgents as Secretary Root comments on leadership. Enlistment drives for new regiments begin today with officers opening local recruiting offices to spur attendance.

The Chicago, after completing the Africa circumnavigation, is due at Rio on its way home. Rear Admiral Howison will be placed on the retired list in New York due to old age.
The Wright will sail from New York on September 7 to load relief supplies contributed by Maryland and transport them to Porto Rico. The ship can carry about 400 tons. The cruiser New Orleans has returned to San Domingo, and the Machias has arrived at San Juan.

Import data shows notable year to date gains, while domestic mills push for stronger prices amid limited foreign imports.
South Framingham August 21 reports Sixth regiment units tightening discipline after a lax weekend. A mock battle tomorrow will pit Major Gihon commanded enemy forces against the brigade with wagons, artillery and cavalry for scouting. John F. Murphy ex agent of the board of health was found guilty and fined 50 dollars for illegally keeping liquor. His lawyer claimed a technical violation and Murphy showed willingness to exit the liquor business. The session also fined Clarence Corbett ten dollars and five dollars for fare evasion and drunkenness, Nellie Robarge two dollars for breaking glass, and several others for drunks or assault. Other cases, including Daniel Wood and Luels Copp, were continued or held on bonds for trial.
Captain Alexander Greig Jr of Company I 26th regiment returns from Plattsburg N Y. He notes the camp’s excellent facilities and beauty, reports all men healthy and gaining weight, and praises Lowell men for their experience and the regiment’s similarity to regulars.
Inspectors Allen and Laflamme and Officer Cawley arrested young men Monday for breaking and entering a Middlesex street candy store and larceny. Named were Philip Bissonette twenty, George Dale twenty two, and John Gordon seventeen, all from local streets. Peter Hope fifty two, of Suncook, listed for drunkenness after a disturbance on First street. Clarence Corbett forty three, of Dingwell street, arrested for drunkenness and evading car fare.
A London bazaar faced a delay as permission from two landowners was needed. While their approval was sought, two other parties, an elderly woman and an elderly man, withheld consent. Their deaths during the proceedings saved the plan from collapse, allowing the bazaar to proceed in the hall.
