Madrid August 13 Spain's foreign minister asked the French ambassador to convey to Paris Spain's thanks for the good offices that led to the earliest possible signature to the peace protocol.
The Seguranca arrived from Tampa and was inspected this morning in New York. The transport's condition was fine and soldiers were improving. One death occurred en route.
New York on August 13 reports cable officers and the United States censor announce that messages may be transmitted without censorship, outlining changes in the handling and delivery of telegraphic communications.
Washington Aug 12 Gen Shafter reports receipt of the President proclamation and suspension of hostilities. Miles uncontacted by midnight. All corps commanders notified. Gen Fitz Hugh Lee replies sarcasm in fate noting Seventh corps ceased firing unofficially. Shafter telegram says peace negotiations near conclusion and plans to notify Havana Holguin Manzanillo c Angeles.
Washington August 12 government wartime restrictions on cable communication will be almost entirely lifted tomorrow. Censors at Key West and New York are to act with leniency until formal instructions arrive. Censorship over cables to Cuba and Puerto Rico will remain, and cipher dispatches to Jamaica and Hayti will see relaxed limits.
Levi Turner, clerk of Electrolytic Marine Salts, mailed 1500 letters to stockholders in Portland announcing a company meeting next Friday. The Boston headquarters sent the notices. Turner merely deposited them. The gathering is expected to be a formal ratification of Tremont Temple stockholder action from the day before.
Cambridge horse dealer James Wholey entered a Lowell police station recounting an assault in Tewksbury last Thursday. He had traveled from Hanson's stable after a horse purchase, faced two assailants named Cogger and another unknown man who followed by buggy. Cogger allegedly struck Wholey, yet he escaped unharmed, crediting prayer with delivering him and his money intact.
Wong Poy, well known to Chinese residents, will return from Hong Kong where he is building a house for his wife and family. He can write fine English and, trained in Lowell mission school, is as American as he is Chinese.
A band of Chinese in Lowell have shown deep interest in the American form of government and strive to become good citizens. They have made many friends, repaid hospitality, and followed the city’s customs. One fell ill recently and paid his hospital bill upon recovery, a sign of responsible conduct.
Rev S T Ford arrived on the steamship Pavonia after a six week abroad visit. He attended the International Sunday school convention in London and toured England Scotland and Ireland. Delegates from America Canada Sweden Germany India and Australia were present with strong praise for American efforts in the Spanish war. Dr C H Spaulding of Boston spoke for America, sparking widespread enthusiasm.

William Ruckledge of Lowell learns of his son William D Ruckledge death aboard the Vulcan after serving as sanitary engineer on the Wabash. The youth, born in Lowell and educated at Commercial College, shipped out with the navy for $80 monthly, wrote home about ship life, and died prompting his father to seek return of the body for burial. The family, including a three year old grandchild, mourns the loss amid memories of the son’s government service.
The July report from the water department shows the city used about the same amount of water as last year and the year before. The daily average in July was 7,111,982 gallons, vs 6,876,547 in July 1897 and 7,245,400 in July 1896, with the boulevard plant contributing 4,292,495 gallons, more than the other two plants combined.
On August 13 in the police court Edward Boure paid a $10 fine for drinking. Thomas Cassidy and Charles P. Gavin received $5 fines. Martha Weston was ordered to five months at the work house, Peter Cullen six months there, and James Downey six months at the state farm. The Peter Ferry case for breaking and entering was continued to next Friday.
The people of the village may leave hospital supplies for sick and wounded soldiers with Mrs. L. H. Sargent, organizing a local effort to support servicemen.

The joint streets committee led by Alderman Peirce reviewed long overdue work and voted to view sites next Tuesday. At the Free Baptist parsonage 109 Methuen street on August 10 a wedding was performed by Rev. A. E.
Wilson, Israel A. Perkins and Miss Alice M. Brown were united in marriage. The bride, a Tyngsborough native, wore a pretty attire and was attended by Miss Wilson as maid of honor. The bridegroom is well known and respected in Lowell. Friends extend best wishes for happiness and prosperity.
The funeral of John O D e a an employee of the health department who died by his own hand in Lynn occurred Friday from 87 Madison Street with Rev Fr John McKenna officiating. Bearers included Arthur J McLaughlin Daniel J McLaughlin Cornelius Howard Patrick Fitzgibbons Patrick O Neil and Michael Mongovan. Interment was in the Catholic cemetery Undertaker Rogers in charge. Floral tributes were numerous. The funeral of Francis Leo Green followed this afternoon at 2 from the home of James and Sarah Green and was largely attended with many floral tributes. Burial was in the Catholic cemetery, Undertaker C H Molloy in charge.
