Assessors announce Lowell's tax rate for 1903 is 20.40 per thousand, an 80 cent increase from last year and the highest in city history. The total levy is 1,516,801.10, with city appropriations 1,301,000 and state and county taxes 62,600 and 82,000.94 respectively. Overlays total 58,170.72, reflecting gains in valuation and changes from corporate tax litigation.
Arthur S. Cutler aged 48 of Lowell drowned last night on Bow Lake while canoeing from Beach Island to Camp Summer with his son. He was an expert swimmer though troubled by heart issues. Body found this morning in nine feet of water near shore. wife Emma and two daughters survive. Bow Lake near Exeter has a history of drownings and is a growing summer resort.
Police say Brooklyn officer Charles Vodemian was shot by safecracker Vincent Thomas during a quarrel over who could enter a photograph gallery at Coney Island. The shot left Vodemian gravely wounded as a crowd fled in panic. Thomas was pursued and taken to the police station.
Nashua and Jackson mills hold large cotton stocks and plan minimal shutdowns, with a fortnight rest expected for about 3,000 workers in late August. Suncook, Exeter, and Pittsfield plants pause mid August for repairs and one month total, while Manchester and Amoskeag continue near full operation. Monadnock mills in Claremont just reopened after a shutdown last month.
Rome reports Cardinal Gibbons shows marked improvement after fatigue from three hours at the Vatican to greet American pilgrims. Fifteen year old Harry Noble formerly of Lowell and Cambridge was sent to Lyman school after police found he induced an 11 year old to steal 11 dollars from a woman employee. Noble admitted buying a nickel watch and a chain with the stolen money and turning over the rest to the accomplice. Police recovered the watch chain and charm and the money, with most returned to the victim. Noble had been living with his father in Cambridge and had recent stays at the Y M C A on Hurd street.
In Fall River, Aug 8, a dozen corporations operating twenty mills announce continued curtailment next week. Chace Cornell Davol Flint Luther Wampanoag Weetamoe Osborne No 1 Border City No 1 Sagamore No 2 will idle. Parker Hargraves Barnaby shut shorter. Yarn mills of New England Cotton Yarn Co halt two days. About 6000 idle, plus thousands more part time. Six Fall River Iron Works mills to stay active despite cotton crisis. owner denies reports of large bought bales.

A brief police court session this morning saw three drunks appear and John Driscoll sentenced to four months in the workhouse. Augustus Rature, arrested on a paternity warrant with Annie Joyce as complainant, was held in 400 dollars bail until August 15. The session lasted ten minutes.
Kate Walsh aged 25 attempted suicide by leaping from a sixth floor apartment to a cistern below on West Sixty-first street. She survived with minor injuries, was hospitalized, and berated the janitor for leaving the cistern open. She and other homeless women had been using vacant apartments for shelter.
Danville Illinois on August 8, Bessie Armstrong was arrested by Sheriff Whitlock and identified as the woman who mounted a wagon near a livery stable opposite the jail on July 25 urging a mob to shoot the sheriff. She faces a preliminary hearing Monday before Justice Grant. The sheriff received praise letters from John Clarke of Bishop California and Governor Yates, with Clarke sending a ten dollar postal order.
Memphis August 8 returns from yesterdays Democratic primary in Mississippi indicate the governor nomination will await the official count, with Wardam and Critz totals very close. The count clearly gives R S D Money the U S Senate nomination by a good majority. Critz manager says the official tally will decide the gubernatorial result, with talk of a possible second primary to settle it.
Cleveland August 8 Campaign manager Salen says Mayor Tom L Johnson will let his name go before the state convention for the gubernatorial nomination. John L Zimmerman of Springfield is the only other candidate named so far. Sacramento August 8 Escaped Folsom convict Ray Fahey seen in Southern Pacific yards at night. Detective Fisher fired five shots but did not stop him. Fahey was with a man believed to be Convict Miller. No capture yet.
