Otis reports from Washington that the insurgent government directs the suspension of hostilities pending negotiations to end the war. Insurgent staff officers are traveling to Manila to participate in the talks.
On April 28 Col Manuel Arguelles and Lieut Jose Bernal carried a truce flag to Gen Otis in Manila to discuss terms with Aguinaldo’s request to halt hostilities for a Filipino congress vote. Calumpit saw Filipinos falter in open battle while heat and burning villages marked the scene. Washington regiment at Taguig repelled rebels with two dead and ten wounded. Filipinos massed south of Manila mounting two guns to shell camps.
The Journal from Manila reports that General Luna has surrendered to General Otis, who commands American forces, in a development dated April 28 and published in New York.
The President forwarded a congratulatory message to soldiers in the Philippines after receiving a cable from Otis. Philadelphia reports the swift gesture dated April 28 as a sign of appreciation for their service and efforts abroad.
Sharon report says Mary E. Ross, 49, shot and killed her husband John P. Ross, 56, at 7 this morning during a quarrel. She admits the shooting and cites self defense, claiming he choked her during their first year of marriage. Ross was described as quarrelsome, particularly when intoxicated.
An April festival at Hillside Congregational church of Dracut opened last evening with a fair entertainment and supper managed by married men. An unusually large attendance marked the opening and the event will continue tonight. Performances included violin and organ by Miss Susie A Wells and Mrs J P Richardson, a reading by H Porter Smith, song by Mabel P Brown, and more.
An evening program featured multiple musical pieces for two violins and piano, readings by Miss Wells and Mr. H Porter Smith, and a serenade. A supper followed with a wide range of sales tables lavishly decorated in red white and blue. Volunteers managed fruit, popcorn, candy, flower, mystery, fishing pond and ice cream tables, with many local residents serving as waiters and cooks.
Three Lowell servicemen were transported to New York from Cuba and Porto Rico. Corporal Bellamy arrived. remains will be buried in Lowell with a Sunday service at First Presbyterian Church. Ruckledge and Lemaitre will be buried in Arlington next winter to avoid contagion concerns.
The Republican city committee met the assessors at 8 AM to discuss assistant allocations. Varney rushed to Boston and Wheeler was summoned to court. no changes were proposed. Hartwell will fill the vacancy in ward 7 after Hall's retirement.
There was another company prize drill at the high school yesterday afternoon open to privates. The medal was offered by the officers of the company. Competitors included Grover C. Fels Townsend C Hill Albert Lud.
Lieut Charles E Cooke led the squad with judges Sergt Leslie Wisner and Corp Russell Going of the Sixth regiment. After a lengthy drill the medal was awarded to Cadet Fels as officers of the school regiment looked on and Colonel John J Rogers presented it.
Cecil Rogers of this city, son of Mrs. John G. Rogers, is a student at the Kirksville osteopathy school. After last night's terrific cyclone news of his fate was not yet received at 1:30 pm, but his name does not appear among the injured or dead, giving hope he is safe despite anxious friends. Communication difficulties are blamed for the lack of news.
F. T. Anderso, for the past nine years chief blacksmith with the Lowell & Suburban, severs his connection with that company tomorrow to accept a more remunerative position with a new woolen manufacturing company in Canada, for which place he will leave Monday.

The city announces urgent rebuilding of Huntington Hall to begin at once under Supt. Gillow. Work begins tomorrow with cleanup and truss setting. A boiler house will supply heat from vacant land behind the hall. No rent from the railroad. city to furnish heat for the waiting room. Entrance changes planned for Dutton and Shattuck streets. Design follows State inspectors to ensure safety. Military affairs committee inspected the rifle range to decide on staffing for the season. further action to follow.
A 6 01 p m Boston to Lowell train struck a man near Wilmington last night. He died before reaching Lowell. Identified as Patrick Fitzgerald, about 38, formerly of Lowell, with relatives in Merrimac and Boston. Details show he may have been on the track. body transported to C H Molloy's funeral rooms.
By vote of the town at the March annual meeting the schoolhouse lot and building in former district No 7 were sold yester day afternoon by J P Emmerson auctioneer. Bids were light and the property went to George H Holt for 265 dollars. original cost 1400 dollars.
Supt. of Police George R. Davis received a telegram from Jere Hooli han asking for a description of D R Hoolihan the man who jumped over the Centralville bridge on Tuesday afternoon. Davis mailed a copy of the Citizen containing an accurate description of the death by own action.
An alarm from box 325 at 7 45 pm reported a small fire in rags in a Fenwick street tenement inhabited by Greeks. The damage was slight and no injuries were noted.

The body arrived from Philadelphia on Thursday afternoon for funeral services at 2 o'clock in School street cemetery. Rev. Geo. F. Kenngett officiated and the bearers were immediate friends of the deceased.
