Chicago April 27 Charles Emory Smith postmaster general spoke at Galena Grant Birthday memorials. He said the nation needs no alliance with foreign powers and can stand alone. He urged maintaining order in Cuba until stable government forms and explained the aim in the Philippines is peace, with decisions to follow public will.

Washington April 27 Rear Admiral Howell has been relieved as senior member of the naval retiring board. He will be succeeded by Admiral Schley. Captain Cooke, former commander of the Brooklyn, is ordered to duty on the navy examining board and Commander Meade is ordered to command the Brooklyn.
Admiral Schley and General Joe Wheeler arrived by special train in Pittsburgh for a dinner address at the Americus club. A large crowd welcomed them at the station as plans include a tour of the armor plant this afternoon and a public reception later.
President McKinley received the German ambassador to convey disapproval of Coghlan remarks and to assure Emperor William and the German government of his friendly sentiments.
The President and party departed at 9 30 this morning for Philadelphia to attend the unveiling ceremony of the Grant monument.
Maria E Bennett and her brothers contest the removal of Mrs Jennie M Kimball as administratrix of Oliver S Foster estate valued at 150000. They claim Foster never married and that Kimball is not his daughter, seeking to be rightful heirs at law. Suffolk probate court heard testimony from 60 witnesses and the family Bible.
The administratrix's counsel denied that Foster was lawfully married and that she was his lawful daughter while a demurrer questioned the plaintiffs' equity-like pleading. The court signaled support for the demurrer and postponed the hearing to May 15, with Whippie and Cotton representing the plaintiffs and Hemenway and Kimball for the administratrix.

Samuel J. Smith, an engineer on the Tremont and Suffolk line, was hit in the head by a revolving crank at about 7 30 this morning. He suffered a scalp wound and was taken by ambulance to the Corporation hospital, then returned home to 131 Cabot street.

He began walking along the railroad toward Nashua and was intercepted by police after the son alerted authorities. he has not been heard from.
An elderly woman died at the city farm this morning. Nancy Howe, brought to the farm May 3 1864, was about 87. She had no known friends or relatives and no records reveal her birthplace or family. A man visited periodically after admission, but recently she had no visitors.
A Wednesday evening party at Mr. Thomas Varnum's home on Varnum avenue supported the new Pawtucket church organ fund. McElroy's orchestra provided music and Miss May Donnelly read. Ladies oversaw dining with groups including Mrs. Bartlett and Mrs. Richardson, plus several Misses handling lemonade and candy tables.
Forty men appeared at the city hall this morning for the civil service examination to join the police force. Applications had been open for months, with fifty men notified to take the test, and several had left the city. Charles C. Hartwell notes his appointment as assistant assessor caused surprise though acceptable.
