Horace W. Lorsch says at least 30 petitions will be in circulation this weekend. He notes petitions are not an initiative but council may act on them to reflect public will on gambling. Lorsch estimates about 18 signatures needed to reach 13 percent and cites ~1200 residents voted in last election. The movement is described as spontaneous with diverse local supporters rather than a clique, aiming for a true majority vote on commercialized gambling.
