Assessor Warns of Tax Shift From Utilities

Los Angeles County Assessor John R. Quinn warned that a new state rule could shift a 7.6 million dollar tax burden from public utility systems to home and business owners if the law is not repealed. Speaking at the Statler Hotel, he criticized the State Board of Equalization for using limited samples to set utility assessments and said utilities have no market value. He argued the effect would be a tax shift rather than new revenue, with Los Angeles bearing heavier personal property tax loads than the state as a whole.
