Court Asked to Free Ventura Title Funds

Deputy Attorney General George Grover says the state loses revenue if the project misses this summer’s building season, while opposing attorney William Tong argues the matter should proceed. The dispute centers on whether leasing land for artificial islands conflicts with state law, navigation safety, and aesthetics.
