Dulles Sees Encouraging Soviet Signs But Uncertain Hope
Secretary of State Dulles said there are encouraging developments in Soviet behavior yet cautioned it is hard to judge if the regime will move toward genuine responsiveness or revert to Stalinist rule. He cited Khrushchev’s revelations as possibly signaling shift, but warned the purpose may be to justify the existing dictatorship. He noted possible greater job freedom for Soviet workers, discussed with AFL-CIO leader George Meany, and stressed the need to watch whether the regime becomes more responsive to governed desires.
