U S Would Aid Foreign Development With Long Term Purchases
Washington sources report officials favor a plan to boost global development by long term buy commitments for key foreign outputs. Under this approach a government agency would sign annual purchase agreements with escalator terms to encourage private investment in mines and mills in underdeveloped areas. Support comes from Paul Hoffman and the ECA though fears persist over government guarantees. The plan links to the Marshall Plan and aims for broader overseas development including Latin America, Australia, and the Far East.
