Police question whether the infant survived. A passerby found the body on 5th Ave near West List St and doctors were summoned after Mrs Morgan’s collapse.

State Chiefs Clash Over Freeways Policing Approach
Sacramento CPI Legislative Auditor A. Alan Post and Highway Patrol Commissioner Bernard R. Caldwell clash on freeway policing. Post pressed for more roads and fewer patrols to cut accidents. Caldwell warned freeways raise enforcement needs until drivers learn to use them. Subcommittee backed Gov Knight’s 270-officer budget add, boosting patrol to 1,729. If registrations reach 8.7 million by 1970, a death rate reduction of over 50 percent would be required to curb highway slaughter.
