Public Roles in Stopping Crime in California

Attorney General Edmund G. Brown told the Peace Officers Association of California that California is no longer open to gangsters and gamblers. He cited public cooperation in cracking down on organized crime and noted Gov. Earl Warren may disband the Crime Commission. Psychiatrist Dr. Frank Tallman said mental illness stems from physical brain illness or life stresses and that mentally ill offenders are rare but often dramatic when they do commit crimes. He urged confinement until medical and law enforcement agree the individual can rejoin society, adding existing laws suffice if properly enforced.
