Tokyo AP reports Vice Admiral William Callaghan, commander of U S naval forces in the Far East, warned that Soviet submarines pose a dangerous threat in the Pacific. He estimated Russia operates about 375 submarines, with roughly a quarter in the Pacific, plus 50 destroyers and two cruisers, and noted submarines and air power as the chief Soviet threats.
The Senate Finance Committee approved a temporary six billion dollar increase to the federal debt ceiling, part of a proposal by Sen Byrd to extend the raise to June 30, 1955. Secretary Humphrey had sought a permanent six billion boost plus six billion until June 30, 1955. The action follows a House bill from last year seeking a fifteen billion raise.

Representatives of eight Western oil companies and Iran announced a broad agreement to restart Iran’s oil industry. The consortium will operate Abadan Refinery and fields, buy oil output, and sell production while Iran retains title to fields and facilities. Iran could receive about 426 million dollars in direct revenue and taxes over three years, with a third year above 187 million, under a 25 year arrangement.
