Reagan signs bills to curb spoils system and drunken driving

Gov. Reagan signs two measures to curb political spoils in tax appraiser appointments and to regulate alcoholism programs. A Cologne bill requires appraisers to pass an exam and bans campaign contributions to the state controller. Reagan stresses drunk driving prevention as top priority amid annual fatalities.

Disney Mineral King plan wins appeal approval

A three judge panel of the Ninth Circuit overturned a lower court injunction blocking Disney’s 35 million Mineral King recreation project near Sequoia National Park. The court ruled the Sierra Club lacked standing to challenge federal approvals and that officials acted properly in authorizing roads and utilities for the development. Disney executives said they were ready to proceed once permits are issued.

Community events fill Lompoc calendar for September and October

Dissidents blamed for second Chicago area riot

Sheriff Peter Pitchess blamed dissidents and agitators for renewed violence in East Los Angeles after a Mexico Independence Day parade. About 68 arrests and 88 injuries were reported as clashes erupted near East Los Angeles College where a rally was blocked.

Pilot program to aid abused children launches Oct 1

The five month effort by the Children's Protective Society CPS aims to help abused and neglected children through counseling for parents and temporary placement with approved volunteer families. Funded by the Santa Barbara County Welfare Department for 3850, the program offers confidential phone guidance 963-1115 and works with Operation Open Arms to support at risk families in Santa Barbara.
