California Legislature Defeats Property Tax Relief Bill
In the final hours of the 1977 session the California Legislature rejected Gov. Edmund G. Brown Jr. property tax relief and its water plan. The tax bill failed 21 to 15 in the Senate with Republican opposition and one Democrat defecting. A companion water scheme, the Peripheral Canal, also failed 21 to 16, falling short of the two thirds needed. The Assembly adjourned after midnight as Brown announced a possible special session to revisit tax relief.

Skeletons Found in Celery Field Near Lompoc
Skeletal remains were uncovered by farmworkers at a celery field edge west of Lompoc. The body was buried in a four to six foot trench beside the Santa Ynez River bed. Officials say decomposition is complete and no clothing was found. An UCSB anthropologist will help determine age race and sex.

The Senate Finance Committee voted to raise payroll taxes on both employers and workers to shore up the Social Security Trust Fund. Employers face a 1978 increase while employee taxes rise in 1979 and 1981. Lone bandit robs Santa Maria bank and flees
A lone robber passed a handwritten note demanding cash at Santa Maria Security Pacific Bank and escaped into the parking lot within a minute. Police describe the suspect as 25 to 30, five seven or eight, wearing a light blue coat and red beige striped shirt. Authorities note it is the third bank robbery in six months and ask for tips to the SMPD or FBI.
