The 1977 Nobel Physics prize went to Dr. Philip W. Anderson, John H. van Vleck, and Nevill F. Mott for solid state research with implications for solar heating. Ilya Prigogine won the chemistry prize for non equilibrium thermodynamics and dissipative structures. he directs UT Austin’s Center for Statistical Mechanics and Thermodynamics.

Shuttle orbiter set for another test Wednesday
The space shuttle Enterprise will launch from Edwards Air Force Base for its fourth free flight with the tailcone removed. Three dummy engines will be exposed to simulate mission-return conditions, causing buffeting on the 747 carrier aircraft and higher drag. Commander Joe Engle and co pilot Richard Truly will fly, with a predicted mission duration of about two and a half minutes. The final ALT flight with tailcone off is tentatively planned for October 26.

County employees granted pay raise by county board
About 100 county management employees will gain a total of 76704 additional dollars for the remainder of the 1977 78 fiscal year effective December 12 after a 3 2 vote by the Board of Supervisors. Supervisors Wallace Hedlund and Kallman opposed the move. Wallace had sought raises for elected officials as well but his motion failed for lack of a second. The measure aims to align management salaries with top personnel to hire and keep qualified staff. Taxpayer groups urged against any boosts at this time.

Supreme Court lets Arlington commuter parking ban stand
The Supreme Court upheld an Arlington Virginia ordinance barring commuter parking on selected streets to protect local life quality while residents can still park free. The unsigned ruling overruled the Virginia Supreme Court. The court also issued several orders including startup arguments in Bakke and immunity questions for Senator McClellan.
Supervisors urge special session for tax relief bill
Santa Barbara County supervisors Hedlund and Wallace join 20 counties in calling for a state legislature special session to pass tax relief and reform. The group warns they may sponsor a statewide initiative if Sacramento blocks relief including homeowner and renter relief and tax reform financed by the general fund. They seek support from fellow supervisors and press Governor Brown to act.
