Lompoc Mayor E C Stevens endorses a Halloween safety program led by the Jaycees to preserve trick or treat fun. Guidelines include lighting homes, parade with adults, staying local, inspecting treats, wearing reflective costumes, using flashlights, and pedestrian and driver safety rules. A free carnival with a puppet show and a Great Pumpkin visit runs 7 to 9 p m at Huyck Stadium.
