State water quality chiefs briefed on new law
State water quality officials outline provisions of California's new water quality control law described as the toughest in the nation. More than 75 experts statewide were to enforce the law as the State Water Resources Control Board held a briefing for nine regional boards at the County Administration Building. The session precedes a state board meeting and a public hearing by the Central Coastal Regional Water Quality Control Board focused on the Santa Ynez River Basin with the hearing set for Friday at 11.

Juvenile suspects tied to narcotics case at Lompoc and Cabrillo High

Loner and Scholar Charged in Palm Bay Shooting Spree
Daniel B. Thomas a 21 year old college student called a loner and a scholar was charged with killing two neighbors and wounding two others after a 40 minute shooting spree in Palm Bay Florida. Officers used tear gas to end the siege with Thomas surrendering uninjured. The victims were 15 year old Michelle Smith and 21 year old Elmer Hughes. Wounded were 18 year old Ronald Hire and 17 year old Felipe Medina. Authorities say motive is unclear and Thomas has not spoken.
