Narcotics Troubles Highlight Santa Barbara County Shortfalls
Sheriff John W. Carpenter told a California State Senate subcommittee that Santa Barbara County struggles against narcotics trafficking due to weak programs limited funding and lax sentencing. He cited a rise in drug arrests from 34 in 1965 to well over 1,500 projected for 1975 and criticized federal undercover work without sheriff's coordination. The 11 member task force is deemed insufficient for the county's coastlines and five cities.

Intellectual elite blamed for water misinformation
William Bollay of Goleta, leader of a 20 person County Water Advisory Committee, attacks what he calls misinformation from the so called intellectual elite about the State Water Project costs and regional impact. He argues headline figures exaggerate capital costs and that tax shifts from water moratoria could offset price increases. Bollay urges more factual reporting and public recognition that agricultural and urban water demands are similar on the South Coast.
