Personnel changes seen to ease county staffing
The county personnel department turmoil may lessen next Monday as Wilbur Wagstaff takes over as personnel director. The Board of Supervisors, facing a ruling that favored deposed Personnel Officer Robert S. Smith, must resolve the Smith case later this month with a Nov. 24 hearing date still on the books. A report recommended Smith receive only a reprimand and a pay loss after discharge for failing to complete assignments on time. After his firing, the board abolished his position and created the new post Wagstaff now fills.

Democrats push property tax relief plan in California
California Democrats at a 1500 attendee statewide convention discussed proposals to curb owner occupied home taxes. A 1 percent of assessed value cap on single family residences would require state funds to replace lost revenue without raising sales or income taxes. The plan faces GOP opposition and would likely reach the ballot via initiative signatures.
