Cold winter may produce blackouts across regions

Oregon transient charged in two Lompoc fires
Deputies arrest James David Henderson 26 of Oregon on two arson counts. He was nabbed near a brush fire on Highway 1 south of Lompoc and booked in Lompoc Jail. One blaze blackened about 100 acres near Acin Ranch, forcing cattle to move to pasture. no structures burned.
