Senate fights to delay smog devices on five million cars
In a 14 14 tie the Senate rejected a bill to postpone July 1 start of smog control installations for 1966 70 cars. The measure survived for possible reconsideration as the fight shifts to a broader bill by Sen. Lawrence Walsh to suspend seven months. Opponents warn four of six approved exhaust systems may damage engines as political maneuvering looms over a larger antiwar restraint tied to Cambodia and Laos funding. Separately an Assembly panel rejected a 10 year mandatory prison term for heroin or cocaine sales, killing AB2 for lack of a second.
