ARCO expansion faces air permit hurdle at Ellwood plant

ARCO may fail to meet County Air Pollution Control District standards for a million dollar Ellwood processing plant expansion. Preliminary findings warn the project could emit over 2 tons of sulfur dioxide yearly, amid sour gas odors from nearby residents. ARCO plans to use the plant to treat sour gas and market oil and gas from Platform Holly to the South Ellwood complex. County officials require an environmental impact report before approval to construct. Exxon’s Las Flores Canyon project faces similar scrutiny. The State Lands Commission recently lifted a drilling suspension for 17 new ARCO wells, potentially boosting output to about 20 000 barrels of oil daily from Platform Holly, 2.5 miles off Goleta.
